Are my files uploaded to a server?

No. Every tool on this site runs inside your browser. Your file is read from your disk into your own browser's memory, processed there, and written back out. You can confirm this yourself: open your browser's developer tools, switch to the Network tab, and run the tool — you will not see your document being sent anywhere. It also means the tools keep working if you go offline after the page has loaded.

What does flattening do?

It turns the filled values into ordinary page content, so nobody can click into the fields and alter your answers afterwards. Use it for anything you are submitting. Leave it unflattened if you or someone else still needs to edit the form.

The form shows no fields — why?

It is not a fillable form, just a printed-looking document. Plenty of forms are distributed that way. Use Edit PDF to type text on top of it instead.
